Haitian migration to the U.S. has surged through a mix of border encounters and lawful pathways. Haitians were encountered ~53,900 times at the U.S.-Mexico border in FY2022 and ~76,100 times in FY2023.
In January 2023, DHS opened the CHNV humanitarian parole process; by June 30, 2024, about 194,027 Haitians had arrived lawfully by plane and were granted parole under that program.
Policy shifted in 2025: DHS published a rule ending CHNV on March 25, 2025, and then USCIS announced on April 17, 2025 that termination notices were stayed by a court order; however, no new CHNV requests are being processed. (Important context for clients who entered via CHNV.)
